The Short Answer
How do Indian students get a residence permit in Germany after arrival?
You enter on a national D visa, register your address within two weeks, then apply to the local foreigners office (Ausländerbehörde) for a student residence permit under Section 16b before your visa expires. The card costs €100, is usually issued for two years, and a renewal costs €93.
Your German visa is stamped, the flight is booked and the family has done the airport send-off. Most students think the paperwork ends there. It does not. The sticker in your passport only gets you into Germany. The permission to stay for the whole of your degree comes later, from an office in your university town that you have probably never heard of.
This guide explains the Germany residence permit for students, step by step, for Indian students arriving for the summer or winter semester of 2027. It covers what to do in your first week, which documents the foreigners office expects, what it costs, what happens if your appointment comes after your visa runs out, and how the renewal in your second year works. If you are still choosing where and what to study, start with our Study in Germany guide.
It matters now because foreigners offices in the big university cities are busy, the order of the steps is fixed, and a German money rule is changing in 2027. Students who know the sequence before they fly lose far less time, and far less sleep, in their first semester.
The visa the German mission issues in India is a national visa, also called a D visa. It lets you enter Germany for a long stay, but it is valid only for a limited period. Before it ends, you have to swap it for a residence permit (Aufenthaltserlaubnis) issued by the foreigners office (Ausländerbehörde) responsible for the place where you live.
How long your visa lasts depends on what the mission printed on it. Many guides say three months for every Indian student. We would not rely on that. Validity varies from case to case, and the only date that counts is the one in the “valid until” field on your own visa sticker. Write that date down the day you land. Every step in this guide is measured against it.
Maven Note: Read the “from” and “until” dates on your visa before you book your flight, not after. If your visa starts on 25 March and your lectures start on 12 April, you have time. If it ends in early June, the clock is already running when you collect your passport from VFS.
Once you have the residence permit, the visa no longer matters. The permit is a plastic card, the electronic residence title or eAT, and it becomes your main identity document in Germany alongside your passport.
The student permit is issued under Section 16b of the Residence Act (Aufenthaltsgesetz). It covers full-time study at a state or state-recognised university, and also preparatory steps such as a language course or Studienkolleg when they are a condition of your admission.
Three things about it matter most to Indian students:
The permit ends when the purpose ends. Once you pass your final exam, the study purpose is complete, and you need to move to the next permit, usually the 18-month job-seeker permit, in time.
Here is the order we give every Maven student. The exact days depend on your city and your visa dates, but the sequence does not change.
| When | What to do | Why it cannot wait |
|---|---|---|
| Before you fly | Note your visa end date. Arrange housing that comes with a landlord confirmation. Keep insurance and blocked account papers in your hand luggage. | Without a registrable address, nothing else can start |
| Days 1 to 14 | Register your address (Anmeldung) at the citizens’ office. Collect the registration certificate. | German law gives you two weeks from moving in |
| Week 1 to 2 | Enrol at your university. Activate your blocked account payouts. Confirm German health insurance. | These are three of the documents the foreigners office will ask for |
| Week 2 to 3 | Apply to the foreigners office online, or request an appointment, as early as your city allows. | Waiting times in large cities can run to weeks |
| Before your visa ends | Make sure your application has been received. Get the confirmation or Fiktionsbescheinigung if the decision is not ready. | An application filed in time keeps you legally in Germany |
| Appointment day | Bring originals, pay the fee, give fingerprints and a photo. | The card is produced only after this step |
| 4 to 6 weeks later | Collect your eAT card with your PIN letter. | Card production happens in Berlin, not locally |
If you arrive just before lectures begin, these weeks overlap with orientation, bank visits and finding your way around campus. That is normal. What causes trouble is leaving the foreigners office until “after things settle”. In many cities they never settle enough to make that comfortable.
Anmeldung is registration of your address with the local registration office, usually called the Bürgeramt or Einwohnermeldeamt. Section 17 of the Federal Registration Act is plain about the deadline: anyone who moves into a home must register within two weeks of moving in.
You will need your passport with visa, and a landlord confirmation (Wohnungsgeberbestätigung), a short form your landlord or hall administration signs to confirm you moved in. The office then issues a registration certificate (Meldebescheinigung). Keep several copies of it.
Why it matters so much: the foreigners office only handles residents of its own area, and the registration certificate is how it knows you are one. Berlin, for example, lists proof of main residence in Berlin among the documents for the student permit. Banks, insurers and your blocked account provider will also ask for it.
Maven Note: Short-term rentals, hostels and some sublets cannot give you a landlord confirmation. If your first weeks are in temporary housing, ask the provider in writing before you book whether they will sign the form. A cheap room without registration can cost you far more in delays than a slightly dearer one with it.

The office responsible for you is the one for the city or district where you are registered, not the one nearest your university. Every office runs its own system. Some take online applications, some book appointments by e-mail, and a few still have walk-in hours. Four examples, checked on the offices’ own pages:
| City or area | How students apply | Timing note |
|---|---|---|
| Berlin (LEA) | Official online form for residence permits for language and study purposes. Fee paid online. Appointment given only after a positive review. | Online application possible from 4 months before your current title ends |
| Munich (KVR) | Online form for a residence permit for study, handled by the city’s immigration service. Separate online forms for changing course or releasing a blocked account. | No published processing time; check the form and FAQ |
| Heidelberg and Rhein-Neckar district | Application form sent online, by e-mail, by post or through the office letterbox, depending on the municipality. | Apply 8 weeks before your visa or permit expires |
| Marburg | Application and appointment with the local foreigners office. | Apply in good time before the visa or permit runs out |

Berlin’s process is worth understanding even if you are going elsewhere, because more cities are moving towards it. You fill in the online form, upload your documents and pay. The office checks the file, asks for anything missing, and only then gives you an appointment to come in with originals. Berlin’s page also states that the confirmation PDF from the online application shows that your current title stays valid beyond its end date. Save that PDF and print it.
Many universities also run an international office service that collects documents for the foreigners office or has reserved appointment slots. Ask your international office in your first week. It is often the fastest route.
Lists vary slightly by city, but this is the core set. It is based on Berlin’s official list, which is one of the most detailed, and matches what the other offices ask for.
| Document | Notes |
|---|---|
| Application form or online confirmation | Each office has its own form. In Berlin, the confirmation PDF from the online application. |
| Passport | Data page and visa page. For a first application, include the page with your entry stamp. |
| Biometric photo | Some offices take a digital photo at an on-site terminal for a small fee, €6 in Berlin. |
| Registration certificate | Proof of your address in that city (Meldebescheinigung), or lease plus landlord confirmation. |
| Enrolment certificate | Immatrikulationsbescheinigung from your university. An admission letter may be accepted before enrolment. |
| Proof of health insurance | Statutory student insurance card or confirmation, or a recognised private policy certificate. |
| Proof of finances | Blocked account confirmation, scholarship letter, formal declaration of commitment, or other accepted proof. |
| Fee | €100 for a first permit as a card. Payment methods vary; some offices take card only. |
Two documents cause most problems for Indian students. The first is health insurance: the travel insurance you bought for the visa usually ends around enrolment, and the foreigners office wants proof of German health insurance, not travel cover. The second is finances. The blocked account must be active and releasing money to you, and the confirmation must be in your name exactly as it appears in your passport.
Maven Note: Carry a folder with two copies of everything, plus originals, to every appointment in your first month. Offices rarely have photocopiers for applicants, and a missing copy can mean a new appointment weeks later.
The fees are set nationally in Section 45 of the Residence Ordinance and are the same across Germany. Berlin publishes them clearly:
| Item | Fee | Who pays it |
|---|---|---|
| First residence permit (eAT card) | €100 | Every student, on the first application after arrival |
| Renewal (eAT card) | €93 | Students extending their permit |
| Sticker label instead of card, first issue | €56 | Only where a sticker is issued, for example short permits |
| Sticker label, renewal | €49 | As above |
| Digital photo at the office terminal | €6 (Berlin) | Optional, if you do not bring a photo |
The City of Marburg confirms the same €100 and €93 figures, and adds that the fee is waived for students who hold a scholarship from public funds. Berlin also mentions exceptions for certain public, foundation and EU-funded scholarships. If you hold a DAAD or similar award, carry the award letter and ask.
The permit itself is cheap. The real costs in your first month are rent deposits, insurance and the blocked account, which you will have planned before the visa. For the full first-year picture, see our cost of a master’s abroad comparison.
This is the question that keeps students awake, so here is the straight answer. If you apply for your residence permit before your visa expires, your visa is treated as continuing until the office decides. That is the rule in Section 81(4) of the Residence Act, known in German as the Fortgeltungsfiktion.
The office can issue a paper certificate confirming this, the Fiktionsbescheinigung. With it you remain in Germany legally, you can keep studying, and, if your visa allowed work, you can keep working within the same limits.
Three practical points:
If you apply after your visa has expired, none of this protection applies automatically. You would be in Germany without a valid title, and the office can refuse to treat your stay as lawful. Late applications are the single most avoidable mistake in this whole process.
Once the office approves your permit, it orders the electronic residence title from the Bundesdruckerei, the federal printing works in Berlin. Your local office does not print it. Berlin’s service page estimates four to six weeks for an eAT, and other offices give similar ranges.
What to expect:
Check every detail on the card when you collect it: spelling of your name, date of birth and the end date. A correction is far easier at the counter than months later.
Yes, within limits. According to Make it in Germany, students can work up to 140 full days or 280 half days a year, or up to 20 hours a week. Part-time student jobs at the university, such as research or teaching assistant roles, are not limited in the same way.
| Type of work | Rule |
|---|---|
| Regular job off campus | 140 full days or 280 half days a year, or up to 20 hours a week |
| Student assistant job at the university | No fixed limit, as long as studies remain the main purpose |
| Internship that is a compulsory part of your course | Allowed as part of your studies |
| Self-employment as a side activity | Berlin’s page states it is allowed; check the conditions on your own card |
Three cautions. Work only within what your visa, certificate or card actually states; the conditions are printed on the document, and that wording is what an employer and the office will check. Keep a record of the days you work, because the limit is yours to track. And do not plan your budget around maximum hours. Exams, lab work and the German language barrier make 20 hours a week hard to sustain.
Maven Note: Work income is a bonus, not your financial plan. At renewal, the foreigners office looks at whether you can support yourself and whether your studies are on track. A student who worked full shifts and failed modules can find the renewal harder than one who earned less and passed.
If your master’s runs for four semesters and your first permit was for two years, you may never need a renewal before graduation. Many students do, though, because their thesis runs over or their first permit was shorter. Heidelberg’s guidance is to apply eight weeks before the current permit expires. Berlin accepts online applications from four months before.
At renewal the office checks two things above all:
Now the part that matters for 2027. The amount Germany expects you to show is linked to BAföG, the national student grant. The Federal Foreign Office says the blocked account amount is based on the maximum rates of support received by German students. Today that is €992 a month, or €11,904 a year, the figure Berlin also lists for 2026.
That grant is being changed. The 30th BAföG amendment bill, reported by the Bundestag’s news service on 8 October 2026, raises the housing allowance for students living away from home from €380 to €440 a month from the summer semester 2027. The basic rate then rises from €475 to €503 from the winter semester 2027/28, and to €563 from the summer semester 2029, as the federal government’s FAQ sets out. The bill also adjusts the health and care insurance supplements, without the final amounts being stated in the official summaries. It is not yet law.
| Period | Monthly figure | Yearly figure | Status |
|---|---|---|---|
| Now (2026) | €992 | €11,904 | Confirmed |
| From summer semester 2027, if the €440 housing allowance passes | about €1,052 or more | about €12,624 or more | Our calculation; not announced |
| From winter semester 2027/28, if the €503 basic rate also passes | about €1,080 or more | about €12,960 or more | Our calculation; not announced |
These projections are our own arithmetic, using only the changes stated in the official summaries. The real figures will be higher if the insurance supplements rise too, and no German authority has yet said when any new amount will apply to visas or renewals. What it means in practice: if your renewal falls in late 2027 or 2028, budget for at least €1,000 more per year than you showed for your visa, and check the requirement the month you apply.
Maven Note: Do not run the blocked account down to zero in year one and plan to refill it in year two. Families who know the renewal date in advance can plan the transfer properly. Our 2027 funding guide covers education loans and the TCS on foreign remittances.
Your permit is tied to a purpose and a place. The City of Marburg’s information sheet asks students to inform the foreigners office of relevant changes within two weeks of knowing about them. Typical changes include:
Munich, for example, runs a separate online form for changing field of study or university. Do not assume a change is fine because the university approved it. The university and the foreigners office are different authorities, and each needs to know.
If you are considering a switch because a private university has run into trouble, read our guide on checking whether a German private university will still exist when you land first.
Sometimes, and this is where students get caught. The answer depends on what document you hold at the time.
| What you hold | Travel and re-entry |
|---|---|
| Valid visa, permit not yet applied for | Travel is possible within the visa’s validity. Do not let your return fall after the visa end date. |
| Fiktionsbescheinigung under Section 81(4) | Travel and re-entry to Germany are generally possible while the certificate is valid. Carry it with your passport and old visa. |
| Fiktionsbescheinigung under Section 81(3) | Re-entry after travelling abroad is not possible on this basis. |
| eAT card | Travel freely within its validity, with your passport. |
The City of Lübeck’s information sheet on the Fiktionsbescheinigung states this distinction directly, and other offices’ leaflets say the same. One more practical warning: airlines and other countries do not always recognise a paper certificate easily, especially on routes with transits. If you can, avoid travel outside the Schengen area until your card is in your hand.
A trip home to India for a family function in your first semester is the most common case we see. Plan it after your eAT arrives, not between your application and your appointment.
Germany’s post-study rules are among the most generous in Europe. Under Section 20(1) No. 1 of the Residence Act, graduates of German universities can apply for a residence permit to look for a job. Make it in Germany explains that it is issued for up to 18 months, and that you can work in any job while you look for skilled employment.
The key points:
For comparison, the Netherlands offers a one-year orientation year to graduates, as our Netherlands guide explains. Germany’s 18 months, with freedom to work in any job meanwhile, remains a strong reason Indian students choose it.
None of these mistakes is about intelligence. They happen because the steps look like formalities from India, and only feel urgent once you are in Germany with a date on your visa.

Founder Perspective
“Every year we get the same phone call in the third week of the semester. A student is sitting in a hostel in a German city, the visa ends in ten days, and the foreigners office has no slots. Almost always, the problem started in India, with a housing booking that could not give an address registration, or a decision to sort out the permit later.
The German system is not unfriendly. It is sequential, and it expects you to know the sequence. We now walk every Maven student through the first ninety days before they fly, the same way we walk them through the visa. Do the address registration, the enrolment and the application in your first two weeks, and the rest of your two years becomes about studying, which is why you went.”

Yes. The national visa only lets you enter and stay for a limited period. Before it expires, you must apply to the foreigners office in your city for a student residence permit under Section 16b of the Residence Act.
As soon as you have registered your address and enrolled, ideally within your first two to three weeks. Your application must reach the foreigners office before your visa expires. Heidelberg advises applying eight weeks before expiry, and Berlin accepts online applications from four months before.
The first residence permit card costs 100 euros and a renewal costs 93 euros. These fees are set nationally. Some offices waive the fee for students holding a scholarship from public funds.
Usually your passport and visa, a biometric photo, your address registration certificate, your enrolment certificate, proof of German health insurance, proof of finances such as a blocked account confirmation, the application form and the fee. Check your own office’s list.
If you applied before the visa expired, your visa is treated as continuing until the office decides, under Section 81(4) of the Residence Act. The office can issue a Fiktionsbescheinigung to confirm this. If you apply after expiry, this protection does not apply automatically.
With a certificate issued under Section 81(4), travel and re-entry to Germany are generally possible while it is valid. With one under Section 81(3), re-entry is not possible on that basis. Airlines and transit countries may not recognise the paper easily, so wait for your card if you can.
The card is produced by the Bundesdruckerei in Berlin after your application is approved. Berlin estimates four to six weeks. You collect it from the office that ordered it, usually with your PIN letter.
Up to 140 full days or 280 half days a year, or up to 20 hours a week, according to Make it in Germany. Student assistant jobs at your university are not limited in the same way.
Possibly. The current requirement is 992 euros a month. A BAföG bill before the Bundestag would raise the housing allowance from summer semester 2027 and the basic rate from winter semester 2027/28. No new amount has been announced, so check the requirement when you renew.
Yes. Graduates of German universities can apply for a job-seeker residence permit for up to 18 months under Section 20 of the Residence Act and can work in any job meanwhile. Apply before your student permit ends.
The Germany residence permit for students is not difficult, but it is strict about order. Register your address within two weeks, enrol, sort your German health insurance and blocked account, and apply to the foreigners office well before your visa ends. Pay €100, give your fingerprints, and collect your card four to six weeks later. Keep the Fiktionsbescheinigung safe if the decision is slow, avoid travel until the card arrives, and plan your renewal money for 2027 with a margin. Do that, and your first semester can be about your degree, not your paperwork.
Every Maven student gets a personal first-90-days plan before departure: housing that can register you, the documents your foreigners office asks for, and the dates that matter on your visa. Maven Consulting Services, Bengaluru, has guided more than 10,000 students across 700-plus university partners in 20-plus countries, with a 99.8 per cent visa success rate and a commission-free model, so our advice follows your interests, not a university’s.
