A conversation we have at our Jayanagar desk almost every week goes like this. A family has been quoted about ₹30 lakh for a one-year master’s in the UK. When we price the whole year with them, line by line, it comes to a little over ₹50 lakh. Nobody lied to them. They were simply given the tuition figure and left to discover the other eleven lines on their own.
That gap is the single most common money shock we see in counselling, and it is why this post exists. The cost of master’s abroad 2027 is not a tuition number. It is application fees, test fees, a visa, a health surcharge, money you must show but may not spend, twelve months of rent and food, insurance, a flight and the first sixty days of setting up a life. Add those together and the ranking of countries changes.
Below, we compare six destinations on the same twelve lines: the United Kingdom, the United States, Canada, Germany, Australia and Ireland. Every government figure was checked against the official source on 21 September 2026, and the exchange rate is stated openly so you can redo the arithmetic when the rupee moves. Three of the six countries changed their money rules in the last eighteen months, so a cost table from 2025 is already wrong.
We then do something no other cost comparison we have seen does: divide the full cost of the degree by the months of post-study work permission each country gives you. That number, not the tuition, is the one that tells a family what they are actually buying. American universities use the phrase “cost of attendance” on every I-20, and it is the right idea to borrow for every country. It means everything a student has to pay, or prove, between deciding to apply and finishing the first year. We break it into twelve lines and use the same twelve for all six destinations.

Lines 11 and 12 do not appear as rows in the country tables below, because they depend on your bank and your nerve rather than on the country. They are covered in our forthcoming guide to education loans, the 2 per cent TCS and forex. Everything else is priced, country by country.
Every guide to the cost of master’s abroad is really two comparisons: one of the countries, and one of the exchange rate on the day it was written. Most do not tell you the second. We use the European Central Bank euro reference rates published on 18 September 2026, cross-calculated to the rupee.

The last column is the point. You will pay most of these costs in 2027, not today, and the rupee has spent most of the last decade drifting downward. A family that budgets to the rupee today and has no buffer will be short on the day the second-year tuition falls due. Budget at today’s rate, then hold 5 to 8 per cent on top.
Maven Note: Your bank will not give you the reference rate. Remittance rates for tuition usually sit above it, and card rates sit higher still. Treat every rupee figure in this article as a floor, not a quote.
This is the cost almost nobody includes, because it is spent in India, in small amounts, over six months. It still adds up. The figures below are Maven planning estimates for a typical shortlist, not government fees, and they move with how many universities you apply to.

The United States is the outlier because a US shortlist is longer and almost every application carries a fee. Germany carries its own India-specific step: the APS certificate is mandatory for Indian applicants, and some fields now also need the dMAT. These are the only lines in this article that are fixed by government and identical for every student. They are also the lines that changed most in 2025 and 2026.

The Immigration Health Surcharge is charged for the whole length of the visa, not the course. A twelve-month master’s usually comes with a visa that runs about four months beyond the course end date. The surcharge is £776 for each full year and half that for a remaining period of six months or less, so a one-year master’s student pays £776 plus £388, which is £1,164, on top of the £558 application fee. It is paid upfront, in full, before the visa is decided.
The Department of Home Affairs pricing table now shows AUD 2,500 as the base application charge for a Student visa, the highest of the six countries in this comparison. The Temporary Graduate visa you would apply for after graduating now costs AUD 5,750 in the Post-Higher Education Work stream. That second fee is not in year one, but it belongs in the plan. The USD 250 visa integrity fee is collected when the visa is issued, not when you apply, and is being rolled out post by post. It is adjusted annually for inflation. Budget for the integrity fee now even if your consulate has not yet started charging it, and check the current fee list on the US State Department student visa page before your interview.
Maven Note: The UK has also announced a £925 international student levy that English universities will pay per international student per year from August 2028. It is charged to the institution, not to you, so it is not in our 2027 table. Expect it to appear in tuition fees for students who start in 2028 and later.
This is where more families go wrong than anywhere else, in both directions. Some count the proof-of-funds figure as a cost and panic. Others forget that it must actually be in the account, in the right form, for the right number of days, before the visa is decided.
The proof-of-funds amount is not an extra cost. It is your living money, shown in advance. What does cost you is the timing: the money has to be arranged, often as a loan disbursement or a blocked deposit, months before you would otherwise need it.

IRCC’s financial support page now lists CAD 23,448 for a single applicant outside Quebec, up from CAD 22,895. Any cost guide written before this month, including many that still rank highly, is using the old number. If you prepared a funds file in August, recheck it before you apply.
The German missions and DAAD’s finance page both set the requirement at €992 a month, or €11,904 a year. One older DAAD page still shows the previous €934 figure. Use €11,904. Blocked account providers also charge setup and monthly fees, which is why our visa line for Germany carries about €150 for the account.
Tuition is the part of the cost of master’s abroad that varies most within a country, so we give it as a band, then pick one planning figure per country for the master table. The bands are drawn from published 2026-27 international fee pages. Your programme’s own figure should replace ours the moment you have an offer.

Most German public universities charge no tuition, only a semester contribution. Two exceptions matter to Indian students. Baden-Württemberg, home to Stuttgart, Karlsruhe (KIT) and Heidelberg, charges non-EU students €1,500 a semester. The Technical University of Munich has charged non-EU students since winter semester 2024/25, usually €4,000 or €6,000 a semester for a master’s. A TUM master’s therefore adds roughly ₹9 to 13 lakh a year to the German column.

For living costs we deliberately use each government’s own number wherever one exists, multiplied to twelve months. That is not because it is what students spend. It is because it is the only figure that is published, checkable and consistent, and it is the floor below which a visa officer believes you cannot live.

The UK figure covers nine months in the visa rule. We multiply it to twelve, because the master’s runs twelve months and rent does not stop in the summer.
In three cities the government floor is noticeably below what our students actually spend: Dublin, London and Sydney. Toronto, Vancouver and Munich are not far behind. For a student headed to any of these, add 20 to 30 per cent to the living line. Ireland’s €10,000 in particular is a visa threshold, not a Dublin budget, and a student renting a room in Dublin in 2027 should plan closer to €14,000. Health insurance is compulsory in all six countries, and it is bundled into the visa in only one of them.

Apart from the UK, these are planning figures from current provider pricing and university fee pages, not government numbers. The US figure varies the most: some university plans cost less than USD 2,000 a year, others more than USD 4,500. Check your university’s own plan before you budget.
Almost every student we send abroad tells us the same thing afterwards: the first two months cost more than any two months that followed. A rental deposit, often one to three months’ rent. Bedding and kitchen basics. A local SIM, a transport pass, winter clothes bought locally because the ones from Commercial Street were not warm enough. Textbooks, a laptop charger with the right plug. And the groceries for the weeks before the first part-time paycheque, if one comes at all.

Germany’s setup line looks high against its tiny tuition, and it should. German landlords commonly ask for a deposit of up to three months’ cold rent, and it is due before the first blocked-account payout arrives. Plan for that cash separately from the Sperrkonto.

Three things stand out. Germany costs about a third of anywhere else, and its year one is cheaper than a single year of UK living and tuition alone. The UK and Ireland look expensive in year one and cheap over the whole degree, because there is no year two. And the US and Australia, the two destinations families most often assume they can stretch to, cost more than ₹1 crore for a two-year degree at a mid-cost university.
Maven Note: These totals assume one student, a mid-cost university, no scholarship and no part-time income. They are a planning floor for a single budget line, not a promise. A London, Dublin or Sydney address, a top-20 US private university or a TUM place moves the relevant column up. A scholarship or assistantship moves it down.
The most common error we see when families weigh the cost of master’s abroad is putting a UK one-year tuition figure next to a US one-year tuition figure and calling the UK dearer. It is not like for like. A US or Canadian master’s is usually two academic years, and the student pays living costs for all of them.
On our figures, a one-year UK master’s costs ₹54 lakh in total. A two-year Canadian master’s costs ₹80 lakh, and a two-year US master’s ₹116 lakh. The UK’s year-one number is higher than Canada’s, and its full-degree number is ₹26 lakh lower.
That does not make the one-year degree the better choice. A two-year master’s usually includes an internship semester or co-op, which is how many students find their first job abroad. It also gives a longer period of on-campus work rights, and in the US it may be the difference between a STEM-designated programme and one that is not. The point is only that a family should compare full-degree totals, not year-one totals, and then decide whether the second year is worth what it costs. A master’s abroad is, for most Indian families, a purchase of two things: a qualification, and the right to work in that country for a period afterwards. The second is what repays the loan. So we divide the full-degree cost by the months of post-study work permission each country gives a master’s graduate.

This reorders the usual story. Ireland, which rarely makes a “cheapest countries” list, comes out first. Germany is second, not first, because its 18-month search permit is shorter than Ireland’s 24 months. Canada’s three-year PGWP carries a high sticker price into third place. The UK’s cut to 18 months from January 2027 pushes it below Canada. A non-STEM US master’s is in a category of its own, at more than four times the Irish figure.
We reran the whole table with living costs 30 per cent above the government floor in every country, to reflect Dublin, London, Toronto, Munich and Sydney. The order does not change. Ireland moves to ₹1.78 lakh a month, Germany to ₹2.39 lakh, Canada to ₹2.50 lakh, the UK to ₹3.30 lakh and Australia to ₹5.04 lakh.
Months of permission are not months of employment. A work permit is the right to look for a job, and the number of jobs there are to find differs enormously by country, field and year. Germany’s figure assumes a working level of German, which most roles outside large technical employers need.
The US figure says nothing about the H-1B lottery that decides whether OPT turns into a career, and our post on the new H-1B fee explains why that step has become harder. Ireland’s small job market is the reason it is cheap per month and also the reason it does not suit every profile. Use this ranking to ask better questions, not to pick a country on its own.
There are real ways to reduce the cost of master’s abroad, and there are imaginary ones. Here are the real ones.
Maven Note: A visa officer does not count expected part-time earnings as proof of funds in any of these six countries. If your budget only balances with part-time income in it, the visa file will not balance either.

“I have lost count of the families who came to us with a single number from a fair or a brochure. It is always the tuition, and it is always half the story. The first mistake is that one: pricing a degree by its tuition. The second is comparing a one-year UK fee with a one-year US fee and calling the US cheaper, when the US degree is two years long. The third is treating proof of funds as extra money to borrow, when it is the living money itself, just shown early.
And the fourth is budgeting to the rupee on today’s exchange rate with nothing held back, which is how a family runs short in the second semester of a two-year degree. None of these are exotic. All four are fixed by sitting down with the twelve lines on one page before the first application goes in, which is the first thing we do with every family, because a shortlist that the budget cannot carry is not a shortlist.”

We say no to families more often than people expect. When the budget and the country do not match, the honest advice is to change the country, the city or the timing, not to stretch the loan. On our 21 September 2026 figures, a year-one total ranges from about ₹19.6 lakh in Germany to about ₹61 lakh in the United States for a mid-cost university outside the most expensive city. Over the whole degree, Germany is about ₹35 lakh, Ireland ₹39 lakh, the UK ₹54 lakh, Canada ₹80 lakh, Australia ₹109 lakh and the US ₹116 lakh. These include tests, applications, visa, tuition, twelve months of living cost, insurance, setup and one return flight.
Germany has the lowest total cost, at about ₹35 lakh for a two-year degree at a public university, because most states charge no tuition. Baden-Württemberg charges non-EU students €1,500 a semester and TUM usually charges €4,000 or €6,000 a semester. Measured by cost per month of post-study work permission, Ireland comes out cheapest at about ₹1.64 lakh a month.

Budget at the current rate, then hold a buffer of 5 to 8 per cent. On a ₹50 lakh budget, a 5 per cent fall in the rupee adds about ₹2.5 lakh. Remittance and card rates also sit above the reference rate, so treat every rupee figure in a cost guide as a floor.
