Last verified: 2 November 2026, against Immigration, Refugees and Citizenship Canada (IRCC), World Education Services (WES), Educational Credential Evaluators (ECE), and the graduate admissions pages of UT Austin, the University of Oklahoma, Oklahoma State University, Purdue University, the University of Louisville, Oakland University, Stanford University and St. Cloud State University. Requirements are set university by university and change between cycles, so read your programme’s page before paying for any evaluation.

The Short Answer
Do Indian students need WES for a US master’s?
Only if the university asks for it. Many US universities read Indian transcripts directly, and the requirement is set by each school, sometimes by each department. For Canada PR through Express Entry, an Educational Credential Assessment (ECA) from an IRCC-designated organisation such as WES is required for education completed outside Canada. ECE is not one of the designated organisations.
We see the same two stories every November. A family pays about US$239 for a WES course-by-course evaluation because a friend’s son needed one, and none of their daughter’s six shortlisted universities ever asks for it. Meanwhile, another student finds a line saying “evaluation required from a NACES member” two weeks before a 15 December deadline, while their university’s exam section is still processing the transcript request.
Both mistakes come from the same assumption: that WES is a standard part of applying abroad. It isn’t. If you are searching for do I need WES for US university admission, the honest answer is that it depends on the university, and often on the department. Canada adds a second, separate use: the ECA that Express Entry needs, where the choice of evaluator decides whether the report counts at all.
This guide separates those two uses. It shows the three patterns US universities follow, with named examples from their own pages, explains WES and ECE side by side, gives a realistic timeline from India, and covers the Canada PR angle that most Indian students only think about after graduation. For the wider picture, see our Study in USA guide and Study in Canada guide.
A credential evaluation translates your Indian degree into its US or Canadian equivalent. The same organisation can produce very different reports depending on why you need one, and Indian students often mix them up.
| Admission evaluation (mainly US) | Immigration ECA (Canada) | |
|---|---|---|
| Who asks for it | The university, sometimes only the department | IRCC, for Express Entry |
| Who can issue it | Usually any NACES member the university names: WES, ECE and others | Only IRCC-designated organisations: WES, ICAS, IQAS, CES (University of Toronto), ICES (BCIT), plus three professional bodies |
| Report types | Course-by-course or document-by-document, Basic or ICAP | One fixed ECA format |
| When you need it | At application or after admission, depending on the university | Before you create an Express Entry profile that claims points for education outside Canada |
| Validity | Set by the university; ask whether it accepts an older report | Must be under five years old at profile creation and at application |
The practical rule: never buy an evaluation “to be safe”. Buy the exact report a named university or IRCC asks for, from an organisation it accepts.
There is no national US rule. We checked graduate admissions pages across public and private universities, and they fall into three patterns. The examples below are what each university’s page said on 2 November 2026.
| Pattern | University and what its page says | What you do |
|---|---|---|
| 1. No evaluation: the university reads your transcripts | UT Austin Computer Science: “a foreign credential evaluation is not required”. University of Oklahoma: evaluates all international credentials itself and does not use outside agencies. Oklahoma State: does not require external evaluations. Purdue Computer Science: asks for uploaded transcripts for review and accepts electronic transcripts from Indian institutions through TrueCopy or Parchment, with no mention of an evaluation. | Send official transcripts as instructed. Do not buy an evaluation. |
| 2. Evaluation required with the application | University of Louisville, College of Education: course-by-course evaluation from WES or ECE. Oakland University: evaluation by a NACES member only. | Order early. The evaluation must reach the university before your file is reviewed. |
| 3. Evaluation after admission, or only in some cases | Stanford: prefers international credentials verified by WES or TEC, asks admitted students to request the evaluation by 1 July, and its cost example lists a document-by-document ICAP report. St. Cloud State: waives the evaluation for some programmes for applicants from named Indian universities. | Apply with transcripts. Order only once admitted, or only if your university is not on the waiver list. |
Three things stand out. First, universities that look similar on a shortlist can take opposite positions, so you cannot generalise from a friend’s list. Second, the requirement can sit at department level, as at Louisville, so read the programme page as well as the graduate school page. Third, “WES required” sometimes means “after you accept the offer”, which changes when you should spend the money.
Maven Note: Universities that read Indian transcripts themselves can have stricter document rules. The University of Oklahoma, for example, asks for complete original mark sheets from Indian universities and does not accept consolidated mark sheets. Not needing WES does not mean the paperwork is lighter.
Open the graduate admissions page for international applicants, then the programme page, and search each one (Ctrl+F) for these terms:
If the pages disagree or say nothing, email the graduate admissions office with one specific question: “I hold a B.E. from [university] in India. Do I need a third-party credential evaluation for the MS in [programme] for Fall 2027, and if so, which type?” Keep the reply with your application records.
World Education Services (WES) and Educational Credential Evaluators (ECE) are both non-profit, US-based evaluators and both are members of NACES, the National Association of Credential Evaluation Services. Where a US university says “WES or ECE” or “any NACES member”, either works. We cover each in detail in our WES evaluation guide and ECE evaluation guide.
| WES | ECE | |
|---|---|---|
| Accepted by US universities | Widely; named most often on admissions pages | Widely; often named alongside WES |
| Accepted by IRCC for Canada PR | Yes, designated for Express Entry ECAs | No, not a designated organisation |
| Stated processing time | Document review typically two weeks, then one to two weeks for the report | Around five business days after all documents are received |
| India document routes | Sealed envelope from the institution or applicant; electronic transfer where the institution has a WES digital partnership | Sealed envelope or approved electronic services for India, such as World Document Services and Docswallet |
| Course-by-course price (starting) | US$186 Basic, US$239 ICAP (WES fee page, 2 November 2026) | Check ece.org at checkout; prices vary by report option |
ECE’s shorter stated turnaround is real and can matter when a deadline is close. The catch is Canada. If there is any chance you will choose Canada, now or after a US master’s, a WES report has a second life that an ECE report does not.
Maven Note: Maven’s working rule: when a US university accepts either WES or ECE, and Canada is anywhere on your list, choose WES. WES can also issue the Canadian ECA, so you deal with one organisation that already knows your file, and with ICAP it holds verified copies of your transcripts. Ask WES whether those stored records can be used for a later ECA before you request new sealed envelopes.
WES sells two report types, each in two packages. These are the starting prices on the WES fees page on 2 November 2026, before delivery charges and tax. WES raised fees by 3 per cent on 1 January 2026 and says prices can change.
| Report | What it shows | Basic | ICAP |
|---|---|---|---|
| Course-by-Course | Every course, US credit and grade equivalents, and a GPA on a 4.0 scale | US$186 | US$239 |
| Document-by-Document | Your credential and its US equivalency, with no course list or GPA | US$118 | US$171 |
ICAP (International Credential Advantage Package) means WES stores your verified transcripts and sends them to universities with the report. Some US graduate schools ask for this, because it saves them a separate transcript check. Basic is the report alone.
Most delays happen here, not at WES. Your Indian university, often the Controller of Examinations or the registrar’s transcript section, has to issue official records in the format the evaluator accepts. The WES India requirements (updated May 2026) set out the essentials:
ECE has its own document requirements for India, with a choice of electronic document services or sealed originals. ECE says it cannot return documents that arrive in institution-sealed envelopes, so order an extra set if you need copies for other universities.
Maven Note: Order transcripts in sets. If your university charges per envelope, it usually costs less to request three or four sealed sets at once than to go back each month. Keep one sealed set at home, unopened, for any university or evaluator that asks later.
WES often says “seven business days”, but that is only the evaluation step. The WES processing times page shows the full sequence, and the clock does not start until every document has arrived.
| Stage | Typical time | Source |
|---|---|---|
| Create the WES account, pay, get your reference number | 1 day | WES |
| Indian university issues and dispatches sealed or electronic transcripts | 1 to 4 weeks, sometimes more | Varies by university; ask your exam section |
| Postal or courier transit to WES (if physical) | About 1 week | Varies |
| WES verifies documents | Typically 2 weeks | WES processing times page |
| WES writes the report: document-by-document or ECA | Typically 1 week (up to 2 if complex) | WES processing times page |
| WES writes the report: course-by-course | Typically 2 weeks (up to 4 if complex) | WES processing times page |
| Realistic total for course-by-course | 5 to 8 weeks | Maven planning estimate |
Work backwards from your earliest deadline. For a 15 December deadline that requires a course-by-course report with the application, the transcript request should already be with your university in the first week of November. If that is not possible, write to the admissions office: some will review your file with unofficial transcripts and accept the evaluation later. Our Fall 2027 US deadline map shows which clusters fall in December and January.
Maven Note: WES gives you 180 days from starting an application to complete payment and have all documents sent. After that, the application becomes inactive and Stanford’s page notes a reactivation fee. Do not open a WES application months before you can get transcripts. Stanford also advises requesting the evaluation no earlier than three months before your expected degree conferral.
WES states on its help centre that it treats a three-year Indian bachelor’s as equivalent to a four-year US or Canadian bachelor’s when it is awarded in the First Division by a NAAC Grade “A” accredited university. That helps where a university accepts WES’s view. It does not help where a university sets its own rule: Oklahoma State, for example, has accepted only four-year Indian bachelor’s degrees, or a three-year degree plus a master’s, since Fall 2024.
So for three-year degree holders, the evaluation is not a way around a university’s policy. Check the policy first, then decide whether a WES report is needed. Our guide to three-year bachelor’s degrees and a master’s abroad covers this university by university, including the open question of NAAC’s move away from letter grades.
Canadian universities and colleges generally assess international applicants’ transcripts themselves. Where an evaluation is mentioned, read who it applies to. Seneca Polytechnic’s graduate certificate pages, for example, ask for a WES or ICAS evaluation from Canadian citizens or permanent residents educated outside Canada, not from international students applying from India.
Your study permit application rests on your letter of acceptance, proof of funds and, where it applies, a provincial attestation letter, not on a credential evaluation. The evaluation question comes back later, at the PR stage. For how the 2027 student numbers affect permits and the PAL, see our post on Canada’s 2027–2029 levels plan.
According to IRCC’s ECA page, you need an Educational Credential Assessment if you completed education outside Canada and want either to qualify under the Federal Skilled Worker Program or to earn Comprehensive Ranking System (CRS) points for that education. Four rules matter for Indian students:
If you plan to graduate in Canada and apply through the Canadian Experience Class, your education is not an eligibility condition, but it still carries CRS points. That is where the ECA decision really matters. Our Canada PR after study guide explains the routes.
ECE is a respected evaluator for US admissions and many US employers. It is not on IRCC’s designated list. An ECE report, however good, earns nothing in an Express Entry profile.
This catches two groups of Indian students:
The one-organisation plan is simple. If a US university accepts WES, and Canada is a realistic second option, use WES with ICAP. The Canadian ECA is still a separate order on WES’s Canadian site, but it comes from an organisation IRCC accepts and that already holds your verified records. Before ordering it, ask WES whether those records can be reused, which can save another round of chasing your university for sealed envelopes.
Maven Note: If you are in doubt, wait. A US admission evaluation is often needed months before a Canadian ECA, and an ECA bought today may expire before you are ready for Express Entry. Buy each report when a named authority asks for it.
The CRS gives points for your highest level of education, and it has a separate line for holding more than one credential. This is where your Indian bachelor’s, assessed by a designated organisation, can change your score. These are the core points for a single applicant on IRCC’s CRS criteria page.
| Your education | Without an ECA for your Indian degree | With an ECA for your Indian degree |
|---|---|---|
| Indian four-year B.E. + one-year Canadian graduate certificate | 90 (one-year credential only) | 128 (two or more credentials, one of three or more years) |
| Indian B.E. + two-year Canadian diploma | 98 (two-year programme only) | 128 |
| Indian B.E. + Canadian master’s | 135 (master’s degree) | 135 (the master’s already ranks higher) |
With a spouse or partner, the equivalent figures are 84, 91, 119 and 126. Canadian study also earns up to 30 additional points: 15 for a one- or two-year Canadian credential and 30 for three years or longer. Those apply whether or not you hold an ECA.
The lesson for families choosing between a PG diploma and a master’s in Canada is clear. A diploma graduate who skips the ECA for their Indian degree can leave close to 40 core points on the table. A master’s graduate usually doesn’t need the Indian ECA for education points, because the Canadian master’s already sits near the top of the scale. For work-permit rules after either route, see our Canada PGWP 2027 guide.
Maven Note: CRS points are only part of a PR decision, and cut-off scores move with every draw. Treat the table as a guide to which documents to keep ready, not as a forecast of your chances.
WES and ECE are North American services. Outside the US and Canada, universities assess Indian degrees themselves against their own published country requirements.
If an adviser asks you to buy a WES report for a UK or German application, ask which university page requires it.
If an evaluation is not required, the money is better spent elsewhere. Our guide to US application fee waivers shows how to cut application costs, and our academic CV guide covers the document that most applications do require. If your transcript shows backlogs, read our guide to how universities count backlogs before you decide where to apply.
Founder Perspective
“Each year we meet families who have paid for a WES report that no university on their list asked for, and students who find out a week before a deadline that one programme needs a course-by-course evaluation from a NACES member. Both problems have the same fix: read the requirement before you pay. The Canada side is where a small choice has a long tail. Students pick ECE because it is quicker, then two years later consider Canada and find that report counts for nothing in Express Entry. We would much rather spend ten minutes checking each university page with a student in November than see them pay twice.”
Rajshekar Tubachi, Founder, Maven Consulting Services
Only if that university asks for it. Many US graduate schools, including UT Austin Computer Science, the University of Oklahoma and Oklahoma State, read Indian transcripts themselves. Others, such as Oakland University, require an evaluation from a NACES member, and Stanford asks admitted students for one. Check each programme’s own page.
Not by default. The requirement is set by each university and sometimes each department. If the page does not mention WES, ECE, NACES or a course-by-course evaluation, you usually do not need one, but confirm with the admissions office in writing before paying.
Both are US-based, NACES-member credential evaluators, and many US universities accept either. The big difference for Indian students is Canada: WES is designated by IRCC for Express Entry ECAs and ECE is not. ECE reports cannot be used for Canada PR.
No. IRCC designates five organisations for most Express Entry ECAs: WES, ICAS, IQAS, the University of Toronto’s Comparative Education Service and the International Credential Evaluation Service at BCIT, plus three professional bodies for specific occupations. ECE is not on the list.
WES says document verification typically takes two weeks after all documents arrive, then about one week for a document-by-document report or the ECA, and about two weeks for a course-by-course report. Add the time your Indian university takes to dispatch transcripts. Five to eight weeks in total is a realistic plan.
Order the type the university names. Course-by-course is common for graduate admission, but Stanford, for example, lists a document-by-document ICAP report for admitted students. If the page does not specify, ask the admissions office before ordering.
Not for your Canadian credential, because IRCC does not require an ECA for Canadian degrees, diplomas or certificates. You need one only to claim points for education completed outside Canada, such as your Indian bachelor’s, which can matter a lot if your Canadian credential is a one-year diploma.
IRCC requires the ECA to be less than five years old when you create your Express Entry profile and when you submit your application. WES states that its ECA is valid for five years from the date of issue.
If you are asking do I need WES for US university admission, check each programme page: many US universities read Indian transcripts themselves, some require an evaluation with the application, and some ask only after admission. Buy the exact report a university names, start transcript requests at least five to eight weeks before the deadline, and keep sealed sets in reserve. For Canada PR, only an ECA from an IRCC-designated organisation counts. That includes WES and excludes ECE, and it matters most if your Canadian credential is a one-year diploma.
