The Short Answer

Can Indian students get a US application fee waiver for Fall 2027?

Sometimes, but rarely from the central graduate school. Most central waivers are tied to US citizenship, US financial aid records or US programmes. The waivers Indian applicants can realistically get come from four places: programme-wide waivers, recruitment events, departments and a few hardship policies that consider international applicants, and sponsorships such as Fulbright. For a 1 December deadline, every request should be in by 17 November.

Six of the universities in this guide charge Indian applicants between $75 and $155 for each graduate application. Apply to all six and the fees alone come to $665, roughly ₹64,000 at today’s rate, before you have paid for a single transcript, test score report or courier.

Most students simply pay. A few ask for an application fee waiver for Indian students, get a polite no from the central graduate school, and assume that is the end of it. It usually is not. The waivers that Indian applicants can actually use sit one level down, with departments, recruitment events and specific programmes, and they work on strict timing rules that most people discover only after they have paid.

This guide sets out which US universities say yes, which say no, and how to ask before the 1 December deadline cluster. Every policy here was read on the university’s own page on 29 October 2026. If you are still deciding whether the US is right for you, start with our Study in USA guide.

Can Indian Students Get a US Application Fee Waiver? The Short Answer

Yes, but not usually in the way students expect. If you search for a waiver on a graduate school’s main fee page, you will most often find a line that rules out international applicants. That line is accurate for the central office. It is not always the full picture for the university.

Graduate admissions in the US are decentralised. The central graduate school sets one policy, but individual departments, colleges and recruitment teams often hold their own small budget of waivers. Those budgets are where an Indian applicant has a real chance. They are limited, usually first come, first served, and almost always need to be requested before you submit.

Maven Note: A fee waiver is a small saving, not a signal. Getting one does not mean a department rates your profile highly, and being refused one says nothing about your admission chances. Stanford states plainly that a waiver request, approved or denied, does not affect the likelihood of admission.

What US Application Fees Cost an Indian Applicant for Fall 2027

Graduate application fees in the US are charged per application, and many universities charge international applicants more than domestic ones. These are the current international fees on the official pages we checked.

University (school)Fee for Indian applicantsNote
UCLA (Graduate Education)$155US citizens and permanent residents pay $135
UC Irvine (Graduate Division)$155US citizens and permanent residents pay $135
Cornell (Graduate School)$105Same fee for every applicant
Northeastern (College of Engineering)$100 PhD; MS fee waivedMS waiver stated for Fall 2026 and Spring 2027 terms
Michigan (Rackham Graduate School)$90US citizens and permanent residents pay $75
Columbia (Engineering)$85Same fee for all graduate programmes
Purdue (Graduate School)$75Covers up to two programme selections

Two things push the real cost higher. Your card will add a forex markup on top of the roughly ₹96 per dollar market rate, and test score reports, credential evaluations and transcript couriers come on top of the fee itself. Our guide to the full cost of a master’s abroad in 2027 covers those costs in detail.

Why Most Central Application Fee Waivers Exclude International Applicants

The refusals are not personal, and they are not a judgement on Indian applicants. They follow from how US waivers are funded and verified.

  • They are measured against US financial records. MIT says it cannot assess financial hardship for countries other than the US, because its test relies on American federal poverty guidelines and US aid documents such as the FAFSA.
  • Public universities fund them from US taxes. Texas State explains that, as a publicly funded university, its waivers are based on taxes paid in the US, so none are available to international applicants.
  • They are tied to US programmes. McNair Scholars, Pell Grant eligibility, US military service and DACA are among the most common waiver categories. None of them can apply to a student in India.
  • Some are tied to the visa itself. The University of Washington says applicants who will be on an F-1 or J-1 visa are not eligible, because of federal rules linked to those visas.

The University of Illinois, the University of Iowa, UC Irvine, UC Berkeley and Oregon State all state some version of the same rule on their central pages. If a site lists one of these universities as offering waivers to “international students”, it is almost certainly describing something else, such as a departmental route or a domestic programme.

The Four Routes That Do Open to Indian Applicants

Once you stop looking at the central fee page, four kinds of waiver remain. Each has its own rules and timing.

RouteHow it worksVerified examples
Programme-wideThe school waives or drops the fee for everyone applying to certain programmesNortheastern College of Engineering MS (Fall 2026 and Spring 2027); Carnegie Mellon Philosophy (no fee)
Event-basedAttend a recruitment session or fair and receive a code or a waiver optionPurdue Graduate Information Session; Purdue Engineering Virtual Graduate Showcase; Northeastern engineering virtual fairs
Departmental or hardshipA department, or a hardship policy that considers international applicants, approves individual requestsCornell Graduate School; Columbia GSAS; Boston University departments; UC San Diego Neurosciences
SponsoredYour fellowship or sponsor is recognised and the fee is waivedFulbright and AMIDEAST at Columbia GSAS; Fulbright and the EducationUSA Opportunity Fund at Purdue

Route 1: Programme-Wide Waivers

These are the simplest, because you do not have to ask. The school has decided not to charge the fee for a set of programmes, usually to attract more applications.

The clearest current example is Northeastern University’s College of Engineering, which says the fee is waived for all new applicants to its MS and graduate certificate programmes for the Fall 2026 and Spring 2027 terms. The page does not yet mention Fall 2027, and its international MS early action deadline is 15 January, so check the page again before you apply. Do not assume the waiver carries over.

Some departments have dropped the fee altogether. Carnegie Mellon’s Department of Philosophy, for instance, charges no application fee for any of its graduate programmes. These are rare in the fields most Indian students choose, but they are worth spotting when they appear.

Maven Note: Programme-wide waivers can end without notice when a school has enough applications. If a waiver appears on your target programme’s page, apply within that window rather than waiting for your final deadline.

Route 2: Event-Based Waivers

For most Indian applicants, this is the most realistic route. Universities run online information sessions, virtual fairs and “welcome days” to build their applicant pool, and many reward attendance with a waiver.

  • Purdue lists both its Graduate Information Session and the Purdue Engineering Virtual Graduate Showcase as waiver routes on its official fee page. You must register and attend the entire session, then select the event from a drop-down in the application.
  • Northeastern has offered waivers at engineering virtual fairs, and its College of Social Sciences and Humanities waives the fee for anyone who attends a Welcome Day.
  • Columbia GSAS has a separate “Special Request” waiver for applicants who were offered one by a staff member at a recruiting event.

To find these events, check the “events” or “visit” page of each graduate school and department on your list in early November, and register with the same email address you will use for the application. Some sessions are invitation-only or have limited seats, so register early.

Route 3: Departmental and Hardship Waivers

This is where asking works. Several universities say outright that their central office will not help international applicants but that departments can.

  • Boston University’s Graduate School of Arts and Sciences tells international applicants to contact their programme directly about a departmental waiver, and not to email the central office. At least one BU graduate programme runs a dedicated waiver form only for non-US citizens.
  • Michigan’s Rackham Graduate School offers central waivers only to US citizens and permanent residents, but says individual programmes may run their own and that applicants should ask the programme before submitting.
  • UC San Diego’s central graduate division limits waivers to US citizens, permanent residents and undocumented applicants, yet its Neurosciences programme states that its own limited waivers are open to international students.

Two central offices stand out because their hardship policies do not exclude international applicants. Cornell’s Graduate School grants financial hardship waivers in exceptional cases and lists economic conditions in your home country among the factors it considers. Columbia GSAS considers financial need, personal hardship and other circumstances that make the fee unduly onerous, and asks for supporting documents.

Be realistic about what “hardship” means. These waivers exist for students for whom the fee is a genuine barrier. If your family can comfortably pay, use the event and departmental routes instead.

Route 4: Sponsored and Fellowship-Linked Waivers

If you are applying through a recognised sponsor, the fee may be waived automatically. Columbia GSAS waives the fee for applicants applying through outside fellowship organisations including Fulbright, AMIDEAST and DAAD, with no separate form; the organisation’s representative enters their contact details in the application. Purdue lists both the Fulbright programme and the EducationUSA Opportunity Fund among its waiver routes, with the award letter as proof.

For most Indian applicants these will not apply. But if you hold a fellowship offer, are in a sponsored programme or are working with EducationUSA, ask your sponsor whether its name unlocks a waiver at each university on your list. Our 2027 scholarship calendar lists the main fellowship dates.

University-by-University: What the Official Pages Say for Fall 2027

This table summarises the official position at fourteen universities as read on 29 October 2026. It covers master’s and PhD applicants from India. Business schools and professional programmes such as MBAs run separate fee systems and are not included.

UniversityOpen to Indian applicants? What the official page says
Cornell (Graduate School)Yes, exceptional casesHardship waivers in exceptional cases; home-country economic conditions are a stated factor. Decisions in one to three business days
Columbia (GSAS)Yes, with evidenceConsiders financial need and hardship with documents; request after submitting, do not pay; review takes five to seven business days; two approved waivers per person
Purdue (Graduate School)Events and sponsors onlyHardship waivers are for US citizens and permanent residents; events, Fulbright and EducationUSA Opportunity Fund are open routes
Northeastern (Engineering)MS fee waived, check Fall 2027MS waiver stated for Fall 2026 and Spring 2027; Fall 2027 not yet listed; PhD fee $100
Boston University (GRS)Department onlyCentral office offers none to international applicants; contact the programme
Michigan (Rackham)Department onlyCentral waivers for US citizens and permanent residents; programmes may run their own
UC San DiegoDepartment onlyCentral waivers exclude international applicants; Neurosciences waivers are open to them
StanfordPhD only, case by caseEngineering and Humanities and Sciences review international doctoral requests case by case; master’s applicants are largely excluded
MIT (Graduate Education)Very narrowOnly if you already study at a US university and joined a recognised research preparation programme; hardship alone not considered
UCLAPractically noWaivers through approved US programme participation and US financial need criteria
UC IrvineNoWaivers for US citizens, permanent residents and DACA/AB540 eligible only
University of WashingtonNoApplicants on, or expecting, F-1 or J-1 visas are not eligible
Illinois Urbana-ChampaignNoInternational students are not eligible for waivers
Oregon StateNoThe Graduate School has no waivers for international students

Where a central page says no, check the department page before you give up. And where a department page says yes, confirm it is for the current cycle: several of the pages we read still referred to Fall 2026 budgets that had already been used up.

How to Ask Before 1 December: The Timing Rules

Timing decides more fee waiver outcomes than eligibility does. Three rules apply almost everywhere.

  1. Request before you submit and before you pay. Oregon State cannot award a waiver on an application already submitted, and MIT will not refund a fee paid before its decision. Columbia GSAS is the exception: you submit first, then request, but you must still not pay.
  2. Allow for review time. Stanford asks for requests at least ten business days before the programme deadline. Columbia GSAS takes five to seven business days, Cornell one to three, and USC three to four.
  3. Watch the US Thanksgiving week. Thanksgiving falls on Thursday 26 November 2026, and MIT’s Office of Graduate Education is closed from 25 to 27 November. Those days do not count as business days.
DateWhat to do
Now to 6 NovemberFinalise your list, register for university information sessions and virtual fairs, and email departments that run their own waivers
By Tuesday 17 NovemberSend every waiver request for programmes with a 1 December deadline. This meets Stanford’s ten-business-day rule
Wednesday 18 NovemberMIT’s waiver deadline for all programmes with a 1 December application deadline
25 to 27 NovemberUS Thanksgiving. Expect slow replies; MIT’s office is closed
By Tuesday 1 DecemberIf a waiver has not arrived, pay and submit. An unpaid application is incomplete and will not be reviewed
For 15 December deadlinesSend requests by 1 December, which is also MIT’s waiver deadline for programmes due 15 to 23 December

Our Fall 2027 US deadline map shows where each deadline cluster sits, so you can add these waiver dates to the same plan.

Maven Note: Never click submit while a waiver request is pending unless the university tells you to, and never pay while it is pending. Almost every policy we read says a fee paid before the waiver decision is not refunded.

An Application Fee Waiver Request Email You Can Adapt

Use this only where a department invites requests by email, or where the page tells international applicants to contact the programme. Where a university uses a form inside the application, such as MIT, Stanford, Cornell or Columbia GSAS, use the form; MIT says emails are not treated as formal requests.

Sample request

Subject: Application fee waiver request, MS in [Programme], Fall 2027

Dear [Programme] Admissions Committee,

I am preparing my application to the MS in [Programme] for Fall 2027, with your [date] deadline, and have started my application (reference [number], if available). I have not yet submitted or paid the fee.

I am writing to ask whether the department has an application fee waiver available for international applicants this cycle. [One sentence on why: for example, “I attended your virtual information session on 4 November” or a brief, factual note on your circumstances.]

I am particularly interested in [one specific faculty member, lab or course and why]. I have attached my CV and unofficial transcript in case they are helpful.

If a waiver is not available, I will complete the payment before the deadline. Thank you for your time.

Yours sincerely,

[Full name], [Undergraduate university], [Email address]

Keep it to this length. Do not exaggerate financial difficulty, and never attach documents you would not want reviewed. MIT, for example, requires applicants to certify that what they submit in a waiver request is true, and reserves the right to rescind a waiver and to note any misrepresentation in the admissions record.

Mistakes That Cost Indian Applicants the Waiver

  • Paying first, asking later. The single most common mistake, and almost never reversible.
  • Emailing the wrong office. If the page says contact the department, a message to the central graduate school will be ignored or redirected, and you lose days.
  • Using old codes from blogs and forums. Event codes are tied to a specific week or event and expire. A code from 2024 is not a Fall 2027 waiver.
  • Relying on third-party “free application” lists. Many mix up undergraduate, MBA and domestic-only waivers. Check the official page for your exact programme.
  • Sending one copy-paste email to twenty departments. Departments can tell. A short, specific note to the programmes you genuinely want works better.
  • Leaving it to Thanksgiving week. Requests sent after about 20 November for a 1 December deadline are unlikely to be processed in time.

Should a Fee Waiver Change Your Shortlist?

No. An application fee of ₹7,000 to ₹15,000 is a very small part of a degree that will cost far more, and a waiver should never decide where you apply. Choose programmes on fit, outcomes, funding and how well you can explain the choice at the visa interview, then look for waivers on that list.

The same applies in reverse. A university waiving its fee is not a reason to add it. Every extra application also costs a test score report, time on statements of purpose and, often, another letter of recommendation request to an already busy professor. If you are unsure whether a programme still needs the GRE, our GRE guide for Fall 2027 covers that programme by programme.

Founder Perspective

“Every November, students show me lists of “universities with free applications” and ask whether they should add them. My answer is the same each year. Build the list first, then save money on it, never the other way round. A ₹10,000 waiver at a university you would not attend is not a saving. But I also tell every student to ask, because the departments that can help international applicants usually say so on their own pages, and very few Indian applicants read that far. Ask early, ask politely, ask the right office, and do not pay until you have an answer.”

Frequently Asked Questions

Can Indian students get application fee waivers from US universities?

Yes, but mostly not from the central graduate school, whose waivers are usually limited to US citizens and permanent residents. Indian applicants can get waivers through programme-wide offers, recruitment events, departmental budgets, a few hardship policies that consider international applicants, and sponsors such as Fulbright.

Which US universities give application fee waivers to international students?

As of October 2026, Cornell’s Graduate School considers hardship waivers in exceptional cases and lists home-country economic conditions as a factor, Columbia GSAS considers financial need with documents, and Purdue offers waivers for attending its information sessions. Northeastern’s College of Engineering has waived its MS fee for Fall 2026 and Spring 2027 entry. Departments at Boston University, Michigan and UC San Diego run their own.

Does MIT give application fee waivers to Indian students?

Only in narrow cases. International applicants must be studying at a US college or university at the time of the request and must have taken part in a recognised graduate research preparation programme. MIT does not consider financial hardship alone for international applicants.

When should I request an application fee waiver for a 1 December deadline?

By Tuesday 17 November 2026. Stanford asks for requests ten business days before the deadline, MIT’s waiver deadline for 1 December programmes is 18 November, and US Thanksgiving on 26 November slows replies.

Can I get a refund if I pay the fee and then receive a waiver?

Almost never. MIT, Oregon State, Purdue and Columbia GSAS all state that a fee paid before a waiver decision is not refunded. Do not pay while a request is pending.

Will asking for a fee waiver hurt my admission chances?

No. Stanford states that a waiver request, whether approved or denied, does not affect the likelihood of admission. Departments see a short, polite request as normal.

Do virtual fairs and information sessions really give fee waivers?

Many do. Purdue lists its Graduate Information Session and its Engineering Virtual Graduate Showcase as waiver routes, and Northeastern has offered waivers at engineering virtual fairs. You usually need to register and attend the whole session with the email you will use to apply.

Can Indian students applying for a US bachelor’s degree get fee waivers?

Undergraduate waivers work differently and are usually requested through the Common App or the university’s own application. Columbia College, for example, says it offers a fee waiver to any student who needs it. Check each college’s undergraduate admissions page.

The Short Version

An application fee waiver for Indian students is possible, but it rarely comes from the page you look at first. Central graduate schools mostly limit waivers to US applicants. Departments, recruitment events, a few hardship policies and fellowship sponsors are where the real openings are. Ask the right office, ask before you submit or pay, and send every request for a 1 December deadline by 17 November. Then let the waiver save you money on a list you would have chosen anyway.
